“Tunisia’s parliament erupted in hard-earned celebration last week after adopting a model constitution and marking a democratic milestone for the birthplace of the Arab Spring. The otherwise bleak regional outlook makes this achievement even more remarkable.

Militias have the run of Libya next door. Syria’s brutal civil war enters its fourth year. Egypt, which was inspired by Tunisia’s uprising in late 2010 to topple Hosni Mubarak, has reverted to military dictatorship, violence and terrorism.
